Oof, no budget.

Impressions:

On one hand, it's just very generic shounen. Probably a positive given *waves hands* the rest of the season. On the other hand, it's not particularly well done shounen. The pacing is jank, with the usual unnecessary flashbacks and random infodumps out of nowhere. The animation is barely above terrible with every 'fight' just being a flashing light to show supposed movement. The protagonists are crying dudes/girls who clench their fist and say that they're gonna do their best. The antagonists are absurd murder-fiends who mainly monologue. And then kill a random underling to show how evil they are.

It's… generic shounen. And… I'm struggling to find much more to say about it than that. It's really the awful animation that's most disappointing. You have both Spiderman and Flash super power masks, but both end up only stills. So what's going to be the exciting part here if they can't even make the start look good?
