Seriously, was it half off on tertiary characters this week?

Apparently I missed an OVA episode last week (I think with the first DVD release). The first half of it was just basically a remake of the first episode, where Kogarashi meanders from girl to girl, stumbling across each in a state of undress. The second, the tanuki turns him into a bottle of body soap, and all the girls take a bath using him while he incessantly screams. I think I'll be okay just flipping through for the digest version.

Impressions:

What a weird episode. Not the faux date excuse for a bathing suit montage, nor the tentacle rape at the beach, nor the whole test of courage crap. Those are all entirely expected and boringly par for the course, and isn't that a depressing thought? I mean more of the piecemeal shotgun-like approach to side characters for the side characters that swarmed out of the woodwork before the episode decided "Hey, let's make this a two parter" despite having no 'story' above and beyond "they go on a field trip!"

I'm not even sure half of these characters have even appeared before this episode, let alone spoken a line, and the segment it decided to use as a cliffhanger didn't start until about 18 minutes into the episode, and it's especially weird since half the 'main' characters have had their half-segment dedicated to them and then only appear in the various montages since. You couldn't stretch out the tentacle rape two more minutes and just push the whole night terrors bit to its own episode? Or cut down on the bikini montage? No, I suppose of course not.
