Why do we keep showing people cowering from harm?

Impressions:

It's very weird how the show casually explodes entire city blocks and is happy to show the mutilation of animals, but any kind of harm coming to the random people going about their day? That's completely off-limits. We'll explicitly show them slipping out of harm's way at the last second every time. Be ye PG-13 or what? It's also continuing to drag as far as I'm concerned. They introduced the one dude just to kick him in the balls, and now it's the girl who immediately goes straight into flashback to become a damsel in distress. The past two episodes have introduced three characters (and one bat monster) and not one of them has done anything but sit on the sidelines.

I'm also going to be coming in here with the red hot take that the action scene that ended the episode was fairly mediocre. It was certainly well-animated from a "has lots of frames" perspective, but it was all just punches, explosions, and screaming about breasts. It's largely the same thing that turned me off UFOTable's Fate action scenes but with marginally more misogyny; all loud noise and flashing lights, but little choreography, pitch, flow, ups, downs… essentially no writing involved, just posing and grunting until they decide the fight's over. I will forever hold up that one Yozakura fight against the werewolf as the gold standard for an action scene. Witty banter, character development, twists and turns within the fight, protagonists up against a clearly superior enemy using cunning and resourcefulness all to land a single punch. Not just three minutes of deafening noise, posing, both sides face tanking every attack, more posing, yelling about boobs, and then it just ends because the runtime is up.
